I would give +Teleport to Rings - rings is least impactful gear slot, unlike armor. So I’d maybe introduce a high level armor runeword or two, or a high level unique that can compare with Enigma (would have to be pretty special). So how about some endgame content in the middle, harder than Terror Zones but easier than Ubers? For this, maybe even think about referencing other bosses from other Diablo games - the famous butcher from Diablo I maybe? Or King Leoric? Ubers can really only be done with specific builds and even then they need very good gear. But I think you need something else in between terror zones and Ubers. I think sunder charms have done a fine job of reducing the need for infinity, but Enigma remains without equal. I wouldn’t nerf Enigma, infinity or grief as some have suggested. I’d love it if some changes could be made to base items, but that might causes problems with the purists, and I know you need to tread a fine line to avoid alienating the purists. This alone could really change the meta (in a good way if you ask me). Things with item quality level 87, so they are that rare. So, first and most obvious, either buff existing sets, or introduce new sets that can function as end game BiS kit. And the runewords that tend to get made, are all the same (enigma, infinity, grief) and almost always in the same bases. All of the builds have their BiS equipment which is usually a combination of high end runewords and uniques, with the odd high end magic (JMOD) or rare creeping in. Almost all of them rely upon elemental damage.īut now I’d work on item diversity. It’s worth noting that virtually none of the top tier builds rely upon physical damage. Whirlwind in particular needs some more love. You’ve done well in improving under utilized skills and increasing build diversity, although I’d argue more needs to be done for the Barbarian and Druid. This pertains to the winter of 2023, when the Russian Ministry of Defense attempted significant personnel changes within the Armed Forces to replace commanders who were unwilling to subordinate themselves to Shoygu and Gerasimov during the invasion of Ukraine. Teplinsky himself has previously set a precedent for acts of insubordination, which are now being observed within the Russian army. If the authenticity of this audio is verified, it effectively signifies a threat of widespread desertion by Russian military personnel defending Teplinsky. Particularly, in an alleged audio recording purportedly distributed by fighters from the 7th VDV Division, Russian military personnel threaten to withdraw from their positions in the occupied Kherson Oblast if the Russian Ministry of Defense arrests VDV commander Mikhail Teplinsky or poses a threat to his life. They also report that the aforementioned accounts pertain to Russian units involved in defensive and offensive operations on strategic fronts in Ukraine, including Zaporizhzhya Oblast and the flanks of the Bakhmut direction, as well as areas further west in the Kremlin-controlled Luhansk Oblast (specifically where the 90th Tank Division is attempting offensive actions). ISW has not yet confirmed the dismissals of Seliverstov, Kornev, or the arrest of Ibatullin, “although these claims follow a pattern similar to that of previous claims of command changes that have proven true,” the analysts note. On July 15, personnel from the 7th Guards Mountain Airborne Division (VDV) released an audio message, alleging that Major General Alexander Kornev, commander of the 7th VDV Division, was dismissed by the Russian military command in early July. Major General Vladimir Seliverstov, commander of the 106th Guards Airborne Division, has reportedly been dismissed, but no official confirmation has been made.
